Should there be a pause between inhale and exhale?

Melissa asks "I am currently in a course here in Colorado about breathing and they emphasize they pause at the top and bottom of each breath. This isn't the way I practice breathing, but this school and teacher are adamant about taking the pause. What is the "correct" way and why?"
